He didn't have to approve it, if he didn't want to. I think it's fair to say that while there was a rep in in the WH, and contolling both house and senate, spending was off the hook. Keller was part of that, and he's paying for it. The buck, shall we say, got spent. And the prioities of the adminstration were paid attention to. Well, lack of veto then. You don't spend like a sailor in a senior citizen district. They get cranky.
